Dear Peter, I agree with 40Hs/yr of training. Eventhough they are hard to sustain in the time since you are reviewing the same years after years. Going back to your chart it seems something happen, because if you make an Histograms starting in 1 month (which would be the minimum), 11 to 20 going on untill 60 ( would be the max), 50% of the employee left the company before one year. So in this particular case 18.8% is a bad figure, but is even worst if they are anlyzed in details.
