This (PM)2 method can be applied to any organization, public or private, and contributes to the better management of a country as described by the authors in our SAC-Model. 

In management literature you will often encounter the concept of a best practice. However, until recently no method was available to assess a best practice. 

The recent Covid-19 pandemic reminded me of an opportunity working with a federal government agency where I was asked to train high level scientific professionals on the concepts of Cost of Quality.
